The authority and responsibility for emergency management is established in a number of federal and provincial acts. Manitoba EMO has responsibility for the administration of two provincial acts:

The Emergency Measures Act

The Emergency Measures Act outlines the duties and responsibilities of public sector agencies during an emergency, the requirements for emergency plans by municipalities and others, the use of additional powers to deal with an emergency, and the provision of Disaster Financial Assistance by the provincial government. The Act has two regulations related to the administration of the Disaster Financial Assistance program. Our Minister is appointed pursuant to this Act.

The Emergency 911 Public Safety Answering Point Act

Manitoba EMO is responsible for administration of The Emergency 911 Public Safety Answering Point Act. The Act and Regulation establishes the facility and technological requirements for Public Safety Answering Points (PSAPs) (or 911 call answering services), along with Manitoba EMO's responsibility to issue licenses for PSAPs in Manitoba. This Act does not provide Manitoba EMO with the responsibility for investigating complaints about operations of the PSAP or emergency services dispatched by a PSAP.

Emergency 911 PSAP regulatory modernization project
Manitoba Infrastructure is working to modernize the Public Safety Answering Points to support the adoption of the Next Generation 9-1-1. In support of this project, the Emergency 911 Public Safety Answering Point Regulation has been amended and published on the Manitoba Laws website, on August 12, 2021.
