Emergency Management Training and Exercises
The response to emergencies is human-driven – during a crisis, the most important element in a successful response is the emergency managers’ ability to work as a team and make good decisions under very challenging circumstances.
Manitoba EMO’s training program offers progressive training for emergency managers. The training is designed with real-world conditions in mind and provides the skills needed to operate an effective emergency management program.

Our Instructors
Our instructors are experienced emergency management professionals drawn from government and the private sector, and are selected for their subject matter expertise and teaching abilities.

| Costs | All online EMO courses are no charge to the participant. Program costs for advanced courses, if any, will be noted in the course descriptions. Travel, accommodation and meal expenses are the responsibility of the participant or their sponsor. |

| Cancellation Policy | EMO reserves the right to cancel a course or change dates due to circumstances such as insufficient enrollment or a provincial emergency. |

| Emergency Management In Manitoba (EM 100) | Provides participants with a basic understanding of emergency preparedness and emergency response systems in Manitoba by providing an overview of emergency management programs and the various roles and responsibilities. (Prerequisite – None. ICS 100 is recommended.) | Individuals responsible for emergency preparedness or emergency response operations. This includes individuals from fire, police, ambulance, municipal departments, emergency social services, provincial government agencies and other participating volunteer groups. | Coming soon to Manitoba EMO Emergency Management Training. |
| Incident Command Systems (ICS 100) | Provides an overview of the principles of the Incident Command System (ICS) including the basic ICS structure, terminology, and common responsibilities to manage or support an incident or event. (Prerequisite – None) | Individuals designated with responsibility for emergency response operations at an emergency site or emergency operations centre. It is a required course for municipal emergency coordinators. | Take this course online at Manitoba EMO Emergency Management Training or refer to the Manitoba emergency Services College course catalogue. |
| Emergency Operations Centre (EOC 100) | Provides an orientation to the roles and functions of an emergency operations center (EOC) including municipal response, designing an EOC, EOC operations, staffing, information management, and Emergency Public Information. (Prerequisite - ICS 100 and EMO 100 are recommended prior to taking this course.) | EOC managers and support staff within the EOC. This includes municipal management, fire, police, ambulance/hospital, provincial departments, agencies and volunteer organizations. This is a required course for municipal emergency coordinators. | Online |
| Emergency Social Services (ESS 100) – 1hr | Designed to provide a broad overview of the human side of emergency and disaster response. Emergency Social Services provides the services and supports needed by those affected by a disaster. (Prerequisite – none) | This course is the starting point for community staff and volunteers to develop knowledge and skills in ESS. | Online |
| Media Awareness Training Workshop (2 days) | Designed to guide participants through emergency public information strategy planning and implementation. Participants will learn how to respond to public and media inquiries for information during an emergency, understand the role of media during an emergency and basic public communication best practice. | Individuals designated as the community or organization emergency public information officer or media contact person. This includes community public information officers, spokespersons, community officials, emergency coordinators, and department heads. | By request through EMO's Training Program Coordinator. Hosting community must provide between 16-20 participants. |
| Exercise Design | Provides a general overview of the exercise design process. Topics include: Foundation, Design & Development, Conduct, Evaluation, Improvement Planning. (Prerequisite - None) | Anyone in the emergency management field with an interest in exercise design. A 70% on the final exam is required to pass. | By request through EMO's Training Program Coordinator. Self Study - Approximately 15 hours |
| Disaster Financial Assistance Workshop | Provides participants with a general overview of the provincial disaster Financial Assistance (DFA) program policies and guidelines. Topics include: Program standards, Eligibility Criteria, Support Private Sector Claims, Importance of impact assessments in public sector claims, Procedure for requesting DFA, detail on the specific administrative requirements, documenting damages using written reports and photographs. | Municipal staff, including those responsible for expenditure tracking, claim preparation and maintenance of public works. | By request to EMO's Training Program Coordinator or through the DFA Program office at 204-945-3050. |
| Significant Weather Preparedness Workshop | Participants will be introduced to the seasonal weather hazards on the Canadian prairies and Manitoba, in particular. Participants will also learn about historical weather events in Manitoba and how to stay safe during and after severe weather. This course will also touch on climate change and how it will affect specific regions of the country and describe some of the potential impacts including changes in weather patterns, socioeconomic and natural habitat changes. | Open | Offered seasonally by request through EMO's Training Program Coordinator. |
